Vice-minister of the National Development and Reform Commission reveals that Beijing-Shanghai Express Railway is to break ground soon early this year and that to boost and perfect the infrastructure is still the primary task for communications development in China.

Zhang Mao, Vice-minister of the National Development and Reform Commission, made a speech at a national communications conference held in Beijing on January 5, 2008. “The communications infrastructure is in a key stage to form a network, and in this stage, speeding up the construction of infrastructure network to increase the transportation capacity is still the primary task for communications development in China”, Zhang told the conference.

“The railway sector shall speed up the construction of the passenger railway network and coal transportation lines while the roadway sector shall lay emphases on the construction of express highways as well as the construction and reconstruction of rural roads. The waterways sector shall emphasize the construction of docks at important coastal ports for the transportation of coal, oil, minerals and containers as well as inland navigation. The civil aviation sector shall emphasize the construction of aviation hubs and shall actively develop branch line air transportation at the same time.” Zhang commented when talking about the major work of communications development in the year 2008.

The improvement of technology level of the equipment and facilities is also a major concern of the National Development and Reform Commission. China still has a long way to go to catch up with the advanced countries in the design and manufacture of large-power engines for EMU trains, and breakthroughs are yet to be made in some key technologies of ocean transportation vessels such as large ships for liquid gas transportation, large container carrying ships over ten thousand tonnage and large cruel oil tankers over 300,000 tonnage. “The National Development and Reform Commission is very much concerned with these issues in considering the relevant technology policies, and we are going to put forward reasonable measures against these issues after discussions with related departments.” Zhang said.

Zhang Mao also mentioned the latest progress of two important communications construction projects: The construction of Beijing-Shanghai Express Railway will begin early this year and the Extension Project of the Capital Airport is expected to be put in trial operation at the end of February.
